Detention, demurrage, Per Diem and storage charges

What is detention?

Detention is the charge applicable, after the free time expires, for the use of the carrier’s full container inside the marine terminal and container yard. 

What is demurrage?

Demurrage is the charge applicable, after the free time expires, inside the terminal for the use of the land. In case of a demurrage dispute, email GIN-info@msc.com 
 
What is Per Diem?

A storage charge is applicable for containers left inside the rail ramp or container yard (to use the land) after the free time expires.

SOLAS VGM information

What is VGM?

Verified Gross Mass or VGM refers to the exact, verified weight of a packed container. For safety reasons, vessel operators can only load a container if its weight has been verified. 

  •  Authority in charge of SOLAS implementation in CONAKRY TERMINAL 
  • Tolerance, fines / penalties: 1 Ton of declared VGM 
  • Level of control expected: Not announced 

What do I need to include in my VGM instructions?
You must include the following on all VGM instructions: The following items are mandatory and must be on all VGM instructions:

  • Booking or Bill of Lading number
  • Container number
  • VGM,  weight measurement unit (lbs. or kgs.)
  • Authorized person’s signatory (submitter of the VGM who may be authorized to act on behalf of shippers 
  • Responsible party Name
  • Any other by local law (if applicable)

How can I submit my VGM instructions?
VGM instructions should be submitted on 
myMSC (Free of Charge) 

Deadlines for submitting your VGM instructions
Instructions must be recorded before the vessel’s closing date, i.e., 48 hours before the vessel’s arrival.  

MSC admin fees and costs 
Any cost or consequences caused by delay, misdeclaration or manual entry of VGM instructions is payable by the shipper.

The Guinean authorities are requesting all lines/agents to be vigilant and weary of all risks and consequences when this type of cargo is found aboard any vessel reaching the coast of Guinea.


For this reason all msc agents w.w. are kindly requested to be careful when taking bookings for Conakry and to note that msc will not take any waste materials , scrap materials etc. on their vessels to Conakry. In case that you have a doubt when receiving bookings please check with our Conakry agency first giving the 'commodity description' together with the name of the consignee and/or notify party so that we can check the authenticity first of the cargo and of the consignees.

Pls note below two important decrees about importation of Vehicles in Guinea and make sure all shippers are duly informed:
 
1. Prohibition of vehicles with right hand
Pursuant to the new decree n° D/2020/298/PRG/SGG , herewith attached, with immediate effect,  pls DO NOT ACCEPT any booking for Vehicles with right hand when the POD or Final destination is Guinea.
 
2. Regulation of the age limit for used vehicles
 
          As from July 15th 2021 (sailing date @ POL) it is strictly forbidden to import used vehicles older than 13 years. This applies to any          type of used vehicle (car, truck etc.)
 
Used vehicle must be inspected by any entity allowed to do so at origin country and that entity is required to issue a certificate or an equivalent document stating the condition of the vehicle. The certificate must be sent to consignee as it will be required during clearing formalities.
  
Therefore, we request POLs to inform shippers and make sure they are in full compliance with above before loading any vehicle.
 
Failure to comply may result in heavy fines and vehicles may be scrapped locally or reloaded back to origin at POL agent's expenses.

Container Weighing (VGM) 

All MSC local offices provide certified scales to record and verify container weight (verified gross mass or VGM) in line with Safety of Lives at Sea (SOLAS) regulations. VGM instructions are mandatory for all shipments for safety reasons and vessel operators can only load a container if its weight has been appropriately verified. Contact your local MSC team for more information and support.
