SOLAS VGM information Taiwan

Government approval status 
 
The new regulation is applied for shipment export from Taiwan. 
Please visit the website of Maritime and Port Bureau, MOTC for the guideline of the implementation of the Verified Gross Mass of a container in Taiwan and other details. 
 
What to include in your VGM instructions 
 
The following items are mandatory and must be on all VGM instructions 
  • Booking or Bill of Lading number
  • Container number
  • VGM + unit (kgs or lbs)
  • Weighing Date
  • Authorized person’s signatory (VGM provider)
  • Responsible party Name, address and phone number (Shipper name in OBL)
  • Weighing Method (1 or 2) 
The declaration shall consist of the content requested by Maritime and Port Bureau, MOTC, please visit their website for details. 
 
How to submit your VGM instructions to MSC 
  • myMSC (You will need to register for a myMSC account) 
  • INTTRA / GT NEXUS/ Cargo Smart 
Deadlines for sending your VGM instructions 
Same as local CY Closing. 
 
Admin Fees and costs 
  • Manual VGM Submission Fee (applies to email):  TWD798 per container. 
  • MSC Taiwan encourages clients to submit VGM via myMSC website.
  • Should there be any charges levied by 3rd party or by MSC, incurred as a result of NO VGM received timely, will be for shipper’s account.  
Recommendations 
  • For Part-Load shipments – instances where there are multiple Shippers consolidating their cargo in the same container. Please appoint 1 of the Shipper to submit VGM per container to MSC. 
  • VGM cut-off information is available on the Booking Confirmation Form & MSC.com
  • Amendments of VGM information are allowed before the assigned deadline.
  • Our service terminals can provide weighing for Method 1. Please liaise with local respective terminals if needed.

Storage, Demurrage and Road Limitations

What is storage? 

Storage is the charge applicable, after the free time expires, inside the terminal for the use of the land. The charge applies while laden discharging to pick up or gate in full till loading. 

What is demurrage? 

Demurrage is the charge applicable, after the free time expires, for use carrier’s container. The charge applies while laden discharging to empty return or pick up empty till Performa sailing date. 
 
For storage and demurrage charges, please log into your myMSC account. 

Road Limitation regulation 
Regarding to the rules of Road Traffic Management and Penalty Act. The Limited Total Weight (included truck, chassis, container tare weight ,cargo weight, lashing…) is 35T on the way, however it can be special apply up to 42T for 40’ chassis only.

Pls kindly note:
1. The above is also subject to the safety payload of the equipment
2. The max. total weight is 42T, if over the weight we cannot handle the trucking at POD and client should take liable for all cost if any damage is caused or if it is banned/ penalty by the relevant unit during the transportation or if there is a traffic accident or accident.

Containers overweight are not only cannot be delivered but will incur the risk because the overload with tire, on the basis of safety pls follow up:
for CY services
20’ & 40’ (container tare weight + cargo weight + lashing…)<28.5T
For Door services
20’(container tare weight + cargo weight + lashing…)<24.5T
40’(container tare weight + cargo weight + lashing…)<28.5T
 

Outbound Free Time

 Effective from 13/Jan/2023 per estimated departure date (ETD)
 
Remarks: 
Freetime calculation:
  • Equipment (combined container rental) : calculated till one day prior ETD.
  • Storage :  calculated till ETD. 
  • Saturday / Sunday / Holidays are counted as calendar days in Free day period.
  • Any over freetime charge, subject to 5% VAT.
